IV Handling of Personal Information in the Retail Electricity Business Field

1. Purpose for Use of Personal Information and Use of Outsourcing

With regard to the following operations performed for the provision of retail electricity business, KDDI handles personal information for each operation and outsources all or part of the operations. A "subscriber" refers to service subscribers for each service (including the users) and locations where electricity is used.

    For location information, application startup histories, and other personal information, we will give consideration to customer privacy and may obtain consent from the customer.

2. Shared use of personal information

We share personal information on customers as follows.

  • Purpose of shared use
    For details described in Paragraph 1. "Operations that use personal information" and the following items.
    • (1)
      To enter into, change, or cancel a contract for consignment supply or power amount adjustment provision (hereafter, "contract for consignment provision, etc.")
    • (2)
      To commission the termination of contracts for retail supply (including contracts related to remote island supply and final guaranteed supply) or electricity supply or electricity reception (hereafter, "contract for retail supply, etc.") [1]
    • (3)
      To check information related to the supply (power reception) point
    • (4)
      To read electric meters; maintain, inspect and replace equipment; investigate equipment in the event of a power failure or occurrence of disaster; and conduct other operations of a general power transmission and distribution service provider based on contract for consignment provision, etc.
  • Items for shared use
    Items described in Paragraph 1. "Personal information to be used" and the following items.
    • (1)
      Basic information: Name, address, phone number, and subscriber number for the contract for retail supply, etc.
    • (2)
      Information related to supply (power reception) points: Supply area for general power transmission and distribution service provider entering into a contract for consignment provision, etc., any subjection to an island supply agreement, specific number of supply (power reception) point, consignment contract sales information, upper limit of electrical current, connection transmission service menu, power factor, supply method, determination method of consignment contract, meter information, electric pole number, use of system interconnection equipment, transfer date of consignment contract, meter reading day, contract status, decommissioning method
  • KDDI may share customer's personal information among the following people [2].
    The range of shared use shall be Okinawa Cellular Telephone Company, retail electricity providers [3], general power transmission and distribution service providers [4], and the Organization for Cross-regional Coordination of Transmission Operators.
  • The parties responsible for the management of personal information defined in "Items for shared use" are as follow.
    Paragraph 1. "Personal information to be used": KDDI CORPORATION
    • (1)
      Basic information: Retail electricity provider that entered into a contract for retail supply, etc. (or a general transmission and distribution service provider in the case of basic information about consumers who receive remote island supply or final guaranteed supply)
    • (2)
      Information related to supply (power reception) points: General transmission and distribution service provider for the supply area of the supply (power reception) point

    The "commission to terminate the contract for retail supply, etc." refers to the process in which the retail electricity provider who accept a new contract for retail supply, etc. from a customer applies for the cancellation of the contract for retail supply, etc. for their current retail electricity provider in the customer's place through the switching support system.

    For the purpose of shared use, customer's personal information is shared among a limited and necessary range of providers. This does not necessarily mean that customer's personal information is shared among all providers and organizations.

    Retail electricity providers do not fall under the conditions for grounds for refusal of registration stipulated in the Electricity Business Act (Act No. 170 of July 11, 1964) Article 2 Paragraph 5 Item 1, are providers registered with the Minister of Economy, Trade and Industry as retail electricity providers (including providers regarded as registered retail electricity providers under the Supplementary Provisions Partially Revising the Electricity Business Act (Act No. 72, 2014) and are providers listed in the list of registered retail electricity providers published on the Agency for Natural Resources and Energy homepage.

    General transmission and distribution service providers are Hokkaido Electric Power Co., Inc., Tohoku Electric Power Co., Inc., TEPCO Power Grid Inc., Chubu Electric Power Co., Inc., Hokuriku Electric Power Company, Kansai Electric Power Company, Chugoku Electric Power Co., Inc., Shikoku Electric Power Co., Inc., Kyushu Electric Power Co., Inc., and Okinawa Electric Power Co., Inc.

3. Provision of personal information to third parties

Personal information possessed by KDDI may be provided to third parties in cases that do not fall under the preceding paragraphs after altering the information so that individuals cannot be identified.

  • For the purpose of preventing illegal contracts, non-payment of charges, etc., KDDI may provide personal information (name, address, date of birth, type of identification document, number of identification document, arrest information, forgery method, result of contract assessment, etc.) of forged or altered identification documents provided by a customer or contract applicant to other retail electricity providers.
