KDDI AND WILLIAMS COMMUNICATIONS AGREE TO
COMPREHENSIVE BUSINESS ALLIANCE




Tokyo, July 18, 2001 -KDDI is pleased to announce it has agreed to a comprehensive business alliance with Williams Communications kk., the Japanese division of Williams Communications Group Inc. of the U.S.

Under the terms of the agreement, KDDI and William Communications KK, a type-one carrier, will have preferred access to each other's services, and will also co-develop additional business and services in the future.

The agreement extends the relationship KDDI America currently has with WCG in the U.S. Now, both companies will receive preferred access to each other's services in both Japan and the U.S.

Through this agreement, the KDDI group will be able to make use of WCG's network resources to offer its customers a global solution for the transmission of data, voice, pictures, and other advanced applications. The two companies will also share equipment development, creating seamless networks for voice and data transmission.

By extending its network coverage between Japan and the U.S., KDDI will be able to offer global corporations cost-effective, reliable services around the world. For WCG, KDDI's network resources will allow it to offer its customers broader service coverage.

WCG has more than 40,000 miles of fiber optic cable in the U.S. WCG's Vyvx Broadband Media division, as a leading broadcaster of films and advertisements, has telecast the Superbowl and other major events, and gives KDDI the opportunity to set up broadband broadcasting services.

Moreover, KDDI and WCG have agreed to study ways to develop back haul and IP services, as well as ways to develop and roll-out data center services. In the future, both companies intend to extend their close business relationship as strategic partners.
