Measures Summary
Installation of voice guidance system For calls made to areas with the most claims, KDDI has installed voice guidance systems.
Provision of free software for detecting international phone numbers and dial Q2s. "Dialup Checker" software was made available on KDDI`s homepage and on a DION CD-ROM. The software gives out a warning whenever calls to certain international numbers and DialQ2s are detected.
Warning of sudden international phone calls to users Phone announcement or emergency invoice will be issued when the usage of phone call to certain areas has reached a certain limit
Set up of Inquiry information desk KDDI has set up a special information desk for customers using international information provision services
Suspension of international phone services An "International Call Suspension Center" will deal with the suspension of certain international phone services
Request for appropriate advertisements KDDI has requested advertising companies to state clearly the numbers for information services, to specify if they were international calls and to lay out the approximate pricing policy of the service.
Warning by letter KDDI has sent out letters and leaflets to warn users
Collaboration with related parties KDDI has exchanged information with the National Consumer Affairs Center of Japan and the Consumer Affairs Bureau and asked them to give out warnings to consumers. KDDI is also studying possible collaboration with other international telecommunications companies with the help of the Telecommunications Carriers Association, by, for example, publicizing warnings and cooperating with ISPs.
Negotiation with foreign carriers for a reduction in connection charges KDDI has continued to negotiate for a reduction in connection charges, which is believed to be the source of income for international information services, with certain international communications companies for the areas with most claims.
